การพัฒนารูปแบบเครือข่ายองค์การบริการส่วนตำบลด้านการทำงานป้องกันควบคุม โรคในพื้นที่สำนักงานป้องกันควบคุมโรคที่ 7 อุบลราชธานี

<p>&nbsp; &nbsp; &nbsp;โครงการวิจัย การพัฒนารูปแบบเครือข่ายองค์การบริหารส่วนตำบลด้านการทำงานป้องกันควบคุมโรค ในพื้นที่สำนักงานป้องกันควบคุมโรคที่ 7 จังหวัดอุบลราชธานี มีวัตถุประสงค์ เพื่อพัฒนารูปแบบเครือข่ายขององค์การบริหารส่วนตำบลในการดำเนินงานด้านการป้องกันควบคุมโรค และเพื่อประเมินความต้องการจำเป็นในการพัฒนาเครือข่ายการทำงานด้านการป้องกันควบคุมโรคขององค์การบริหารส่วนตำบล ทำการศึกษาในพื้นที่จังหวัดศรีสะเกษ จังหวัดอำนาจเจริญ จังหวัดนครพนม และจังหวัดสกลนคร ออกแบบวิจัยเป็นแบบผสานวิธี กลุ่มเป้าหมายที่ให้ข้อมูลเชิงปริมาณคือตัวแทนองค์การบริหารส่วนตำบล 206 แห่ง และกลุ่มตัวแทนที่ให้ข้อมูลเชิงคุณภาพและร่วมในกระบวนการตรวจสอบข้อมูลความต้องการจำเป็นและการสร้างเครือข่ายการดำเนินงานป้องกันควบคุมโรคขององค์การบริหารส่วนตำบล จำนวน 60 คนจากองค์การบริหารส่วนตำบล 12 แห่ง วิเคราะห์ข้อมูลและจัดลำดับความต้องการจำเป็นโดยใช้สูตร Priority Needs Index และใช้โปรแกรมในการจัดกลุ่มข้อมูลเชิงคุณภาพก่อนทำการวิเคราะห์ตามประเด็นสำคัญของการวิจัย</p> <p><strong>ผลการศึกษา</strong></p> <p><strong>ลำดับความต้องการจำเป็น</strong> ลำดับที่หนึ่งในด้านการจัดทำแผนงานโครงการคือ &ldquo;<em>การจัดทำแผนและการประเมินแผนงานโครงการ</em>&rdquo; ด้านความรู้ในการดำเนินงานป้องกันควบคุมโรคคือ &ldquo;<em>ความต้องการจำเป็นด้านความรู้เรื่องโรคที่เกิดจากการประกอบอาชีพและสิ่งแวดล้อม</em>&rdquo;&nbsp; ด้านช่องทางสื่อประชาสัมพันธ์การป้องกันควบคุมโรคคือ &ldquo; <em>ช่องทางสื่อประชาสัมพันธ์ในการเตือนภัยผ่านทางหอกระจายข่าว</em> &rdquo;<strong>&nbsp; รูปแบบเครือข่าย</strong>การดำเนินงานป้องกันควบคุมโรคขององค์การบริหารส่วนตำบลในพื้นที่สำนักงานป้องกันควบคุมโรคที่ 7 จังหวัดอุบลราชธานี ที่มีการแลกเปลี่ยนเรียนรู้การทำงาน การช่วยเหลือเกื้อกูลกัน และการติดต่อสื่อสารกัน มี สามเครือข่ายคือเครือข่ายการพัฒนาทักษะด้านแผนงานโครงการและการประเมินผล เครือข่ายการพัฒนาความรู้ด้านการป้องกันควบคุมโรคและเครือข่ายการพัฒนาการสื่อสารประชาสัมพันธ์การป้องกันควบคุมโรค</p> <p><strong>ข้อเสนอแนะ</strong> สำนักงานป้องกันควบคุมโรค และสำนักงานสาธารณสุขจังหวัดควรจัดทำแผนงานโครงการด้านการป้องกันควบคุมโรคที่สอดคล้องกับความต้องการจำเป็นทั้งสามด้าน ในการศึกษาวิจัยครั้งต่อไปควรทำการศึกษาวิจัยเชิงปฏิบัติการในการสร้างกระบวนการเรียนรู้การดำเนินงานป้องกันควบคุมโรคของเครือข่ายองค์การบริหารส่วนตำบล และการศึกษาการคงอยู่และความเข้มแข็งของเครือข่ายการดำเนินงานป้องกันควบคุมโรคขององค์การบริหารส่วนตำบล</p><br><br><p><strong>&nbsp; &nbsp; &nbsp; &nbsp;</strong>The research project: the model development of local administration organization (LAO) network for prevention and control disease in the area of the office of disease prevention and control region 7th Ubon Ratchathani province is aims to develop model of disease prevention and control disease of LAO and to asses and setting the priority of the prevention and control disease&rsquo;s needs for development of LAO&rsquo;s network. The study areas were in the Srisaket. Amnatcharoen, Nakonpanom and Sakolnakon provinces. The research was designed by mixed methodology. Target group on quantitative data were 206 representatives of LAOs and on the qualitative data were 60 representatives from 12 LAOs. The Priority Needs Index was used for analysis and set the priority of the prevention and control disease&rsquo;s needs of LAO. The Atlas ti. program was use for typology the qualitative data and then analysis belong to the main issues.</p> <p><strong>Research Finding:</strong></p> <p><strong>The first priority of </strong>the prevention and control disease&rsquo;s needs<strong>: </strong>in aspect of planning and project building was needs of <em>&ldquo;the planning and evaluating</em>&rdquo;. In aspect of the knowledge on disease prevention and control was needs of <em>&ldquo;the knowledge of occupational disease and environment&rdquo;</em>.&nbsp; In aspect of the communication on disease prevention and control was needs of <em>&ldquo;the communication toward the public communication of the community&rdquo;.</em> <strong>The model of LAO&rsquo;s network</strong> on prevention and control disease in the area of the office of disease prevention and control region 7th Ubon Ratchathani province were three networks, which were learning and sharing on work, reciprocal and communication between the networks. Three of them were the network of skills development on planning and evaluating, the network of the knowledge development on the disease prevention and control, and the network of the communication on the disease prevention and control.</p> <p><strong>Recommendation; </strong>The office of disease prevention and control should be cooperating with the office of provincial public health in order to building the plan for disease prevention and control that associated to the three aspects of needs. The next research should be the operational research for building the learning process of the LAO&rsquo;s network of prevention and control disease. And to study an existence and strengthening of the LAO&rsquo;s network of prevention and control disease.</p>
